Technical Surveillance Countermeasure (TSCM) Specialist

Position Summary

The Technical Surveillance Countermeasures (TSCM) Specialist will support the National Nuclear Security Administration’s (NNSA) Technical Security Program at the national laboratories as it relates to technical surveillance countermeasures activities. Candidates must be able to travel domestically and internationally, and currently have or be eligible to obtain a DOE Q security clearance.

Requirements

The TSCM Specialist will perform sensitive measurements and surveys of equipment and conduct evaluations at the national laboratories. 

Essential duties will include the following:

  • Executes Technical Security evaluations and services in accordance with DOE Order 470.6, Security Policy Board (SPB) Procedural Guides 1, 2, & 3, and DOE/NNSA policy, within prescribed timeframes and document the findings. 
  • Analyze and assess vulnerabilities in communications and information systems.
  • Conduct security assessments and recommend improvements. Provide expert advice and solutions to clients on security risks, surveillance threats, and countermeasures. 
  • Implement security measures and conduct regular security audits.
  • Operate and maintain sensitive measurement and survey equipment.
  • Assists preparation of thorough and clear written reports that comprehensively detail evaluation procedures and technical findings.
  • Respond to discoveries in accordance with national, DOE, and NNSA policies. Provides Technical Threat Briefings, analytical reports, and products to senior-level officials.
  • Contributes findings for inclusion in specialized technical risk assessment products, TSCM reports of inquiry, after action reports, tailored briefings, and other administrative communication necessary.
  • Makes changes to methods, design, or equipment where necessary. 
  • Maintains current knowledge of relevant technologies as assigned. 
  • Participates in special projects as required.
  • All other duties as assigned. 
  • May serve as technical team or task lead. 
  • Ability to work on a computer for extended periods.
  • Ability to travel unaccompanied to foreign and domestic locations.
  • A valid passport is required.

Minimum Qualifications

  • Minimum 10 years of professional experience.
  • Currently possess or in the process of attaining Interagency Training Center (ICT) Certification(s).
  • Strong verbal and written communication skills.
  • Experience conducting ad hoc testing and preparing Testing Technical reports with photos and descriptions of any anomalies, concerns, or discoveries.
  • Experience creating Site Survey Reports, creating messages for approval and release, and recording task closure. 
  • Must be capable of leading, supporting, and participating in diverse, interagency groups.
  • Skilled in articulating complex issues at a level easily understood, in both oral and written form.
  • Experience writing complicated reports detailing the findings of technical assessments and updating and maintaining records in customer applications and databases.
  • Strong administrative and organizational skills.
  • Proficient with MS Office.
  • Leadership and strategic thinking skills are essential.
  • Ability to apply for and obtain a DOE Q security clearance.
  • Ability to work on a computer for extended periods.
  • Ability to travel unaccompanied to foreign and domestic locations.

Preferred Knowledge/Skills/Abilities

  • 5 years experience performing instrumented TSCM services.
  • Current DOE Q Security Clearance or DOD Top Secret Security Clearance.
  • TSCM Experience with DOE/NNSA or any of the national laboratories. 
  • Graduate of TSCM Related Training:
    • Interagency Training Center (ITC) TSCM Fundamentals Course
    • Certified Technical Surveillance Specialist (CTSCS)
    • Certified TSCM Professional (C-TSCP)
    • Introduction to TSCM – Electronic Bug Sweeps
  • Prior engineering, military, or law enforcement experience is a plus.

Location:

There are several opportunities to work as In-Office or as part of Travel teams:

  • Full-time in office: Physical locations in New Mexico and Washington DC.
  • Travel Inspectors: Domestic and worldwide travel to inspection sites.
  • Hybrid: In-person in New Mexico & Washington DC with (25-50%) travel.
  • Full or part-time positions available

Travel

  • Domestic travel may be required for training, inspections, and program coordination.
  • International travel may be required to conduct installation, training, or maintenance at facilities. 
  • A valid passport is required for international travel.

Salary

Salaries are determined based on several factors including external market data and the candidate’s related experience, knowledge, skills, and abilities for the position.
